EU’s Climate Strategy Stuck in the Past

Considering the gridlock around climate policies in many countries around the world, any agreement seems laudable, but in reality the new EU climate strategy continues to follow an ageing, failing climate policy paradigm that depends entirely on setting carbon targets and prices, but fails to accelerate clean energy innovation.
