Fact of the Week: R&D Supports Increased Productivity of Turkish Firms By 10 Percent

Commentary: A September 2023 working paper by Huseyin Emre Sayici and Mehmet Fatih Ulu analyzed the relationship between R&D support and firm performance. In particular, they focus on Turkey’s Technology and Innovation Support Programs Presidency (TEYDEB) R&D supports. Using data from the Scientific and Technological Research Council of Türkiye (TÜBİTAK), the study covered the period between 2006 and 2019. The authors measured firm performance on several measures including productivity, value-added output, sales, employment, exports, and patents.

The TEYDEB R&D support yielded positive firm-level effects across a wide range of indicators. When looking at the average effects on productivity and output, the R&D supports increased productivity by about 10 percent and value-added output by about 9 percent. Sales also increased by about 2 percent. When looking at the overall effects on workers, the R&D supports increased employment, total wages, and per-capita wages by about 9 percent, 26 percent, and 17 percent respectively. Additionally, product exports increased by 11 percent and patent registrations increased by 6 percent. The effects were especially pronounced among large firms, defined as having 250 or more employees. Among those firms, patent registrations and sales increased by 33 percent and 13 percent, respectively. These findings suggest that governments can play a constructive role in enhancing the competitiveness of firms.
