Ed Gray is Vice President of Legislative and Regulatory Affairs at Elster Solutions where he is responsible for legislative and regulatory policy development and execution at the federal and state levels. He has over 35 years experience in the electricity industry. At Elster he has participated in over 15 state regulatory proceedings, given over 30 industry presentations, and participated in national and international standards policy efforts. He has been on advisory committees for the GridWise Alliance, National Electrical Manufacturers Association, Utilimetrics, and the Peak Load Management Alliance.

Before Elster, he worked at the National Electrical Manufacturers Association on national and international electrical product safety and energy efficiency standards, and drafted provisions of the Energy Policy Act of 2005 and Section XIII (Smart Grid) of the Energy Independence and Security Act of 2007. At the Electric Power Research Institute he worked on advanced nuclear plant technology and technology transfer for multiple generation technologies (including fossil, environmental control technologies, renewables, and fuel cells). He worked at the Tennessee Valley Authority on nuclear plant safety, environmental assessment of all proposed generating plants, and served on the Nuclear Safety Review Board and Power Plant Siting Committee. He worked at the US Nuclear Regulatory Commission on nuclear power plant safety. While a naval officer he served on two nuclear submarines in engineering and communications. He has a B.S. in Nuclear Science from the US Naval Academy and an M.S. in Nuclear Engineering from Ohio State.
