Enhancing consumer choice for video programming and easing the transition of broadband networks from their current TV orientation toward an Internet orientation are compelling public policy goal that haven't made much progress. ITIF offers the FCC a vision of the video navigation device that better conforms to consumer desires, intellectual property rights, and the nature of open personal video recorders than either the Cable Card regime or the All Vid gateway currently proposed by the FCC.
