ITIF filed reply comments with the FCC today on the question of reclassifying the broadband and mobile Internet under Title II of the Communications Act. The reply analyzed comments filed by others in the first phase regarding the question of allowing premium transport services on the Internet, and also proposed a resolution to the regulatory impasse that will exist until Congress clarifies the FCC's role. ITIF recommends that the FCC organize a self-regulatory body of Internet providers, consumer groups, application firms, and think tank analysts to enforce interim voluntary guidelines. Such a body has the power to effectively monitor and isolate non-compliant networks
