Steven Marks is Chief, Digital Business and General Counsel for the Recording Industry Association of America (RIAA). Mr. Marks is responsible for leading industry-wide digital business initiatives to develop and enhance new revenue streams in the digital music marketplace.

Mr. Marks oversees the legal, litigation, business affairs, and technology departments at the RIAA. Mr. Marks leads negotiations for certain industry-wide licenses, and serves on the Board of SoundExchange and as Chair of its Licensing Committee. Mr. Marks also represents the industry in many legislative and regulatory proceedings as well as in public dialogues and policy debates.

Recently, Mr. Marks negotiated a music publishing royalty deal for popular online streaming, download, locker and bundled music services, and led the launch of Music Matters, the first online guide for legal music services in the U.S. Mr. Marks also helped lead negotiations for the groundbreaking agreement with IPSs to create the Center for Copyright Information (CCI), a platform to educate consumers about music and movie use online, and currently serves as Vice Chair of CCI.Mr.

Marks was chosen by Inside Counsel magazine as one of the Top 50 General Counsels in the United States.

Mr. Marks is a frequent speaker on licensing, technical and legal matters at industry conferences and events. He has also guest lectured on copyright law relating to music, including at Duke Law School and Georgetown Law School.

Before joining RIAA, Mr. Marks was in private practice. Mr. Marks graduated from Duke Law School where he was Articles Editor of the Duke Law Journal. Upon graduation, he served as a law clerk to the Honorable Mary M. Schroeder of the U.S. Court of Appeal for the Ninth Circuit. Mr. Marks received his B.A. from Duke University.
