Hal J. Singer is Managing Director and Principal at Navigant Economics and an Adjunct Professor at Georgetown University's McDonough School of Business. His areas of economic expertise are antitrust, finance, and regulation. He is the co-author of the book Broadband in Europe: How Brussels Can Wire the Information Society. He has also published book chapters in Access Pricing: Theory, Practice and Empirical Evidence (Justus Haucap and Ralf Dewenter eds., Elsevier Press 2005); Handbook of Research in Trans-Atlantic Antitrust; and Life Markets. He has published scholarly articles in dozens of economics and legal journals.

In addition to his litigation practice, Dr. Singer writes policy papers on behalf of private firms and trade associations. In 2008 and 2009, he wrote policy papers for, among others, the Advanced Medical Technology Association (AdvaMed), the American Bankers' Association, CTIA – The Wireless Association, the Fiber to the Home Council, the Medical Device Manufacturers' Association, and Mobile Future.

Dr. Singer is a frequent speaker and editorial writer; his columns have appeared in several leading newspapers, including the Wall Street Journal, the Washington Post, and Canada's National Post. Dr. Singer earned M.A. and Ph.D. degrees in economics from the Johns Hopkins University and a B.S. magna cum laude in economics from Tulane University.
