Unfortunately, rather than compete fairly for these jobs, many nations have turned to a host of unfair and protectionist policies focused on systematically disadvantaging foreign, including U.S., technology companies in global competition. Without stronger U.S. actions to confront this new technology protectionism, future U.S. technology leadership is at risk.

Some commentators have pointed to our falling rank as evidence of a problem that warrants a national broadband strategy. Others reject the premise that the rankings indicate a problem with broadband in the United States and worry that many regulations proposed in response to the lagging rankings would reduce investment in this critical infrastructure.

In the last few years many have argued that the middle class has not been receiving its fair share of economic growth. When this is contrasted with the rise in productivity, CEO pay and corporate profits, the natural conclusion is that the system is rigged and needs changing. As a result, the focus of many, particularly those on the left, has shifted from promoting growth, particularly productivity growth, to redistribution.
